How early does WDW start decorating for Halloween?

We're planNing a family trip in early October but our travel agent suggested we go at the end of September as we are hoping WDW will offer the free dining plan again However we wanted to do the Not So Scary Halloween party (plus USA Halloweens are so much cooler than Canadian ones). So I was wondering if the parks will be decorated that early and whether the Halloween event happens then as well.

The parties will probably start again in the second week of September. Tickets for the parties will go on sale in the beginning of May. You should be fine at either time.
