Something I've Always Wondered About DLR Hotels

I have to ask a dumb question that I have always wondered about.Do you have to be a Hotel guest to eat at the DLR Hotels?(Steakhouse 55,Goofy's Kitchen,Yamibuki,Napa Rose,ect.)For some reason I have always thought you did but recently I get the feeling that you dont.
