The first paragraph in an article in the June 6, 2010, Parade magazine mentioned that there are, "too many meaningless games" in the NBA, and that this is one reason why league is losing money.
The English are more enthusiastic about soccer because there is not just interest in the best teams. The teams that finish last move down to the lower league and the teams that finish first in that lower league move up. So there is great interest in not having your city losing or gaining major-league status.
An "NBA2" league could have 16 teams, a much shorter season, and the top two teams could move up to the NBA, while the bottom two NBA teams would move down to the NBA2. To increase the quality of the incoming teams and punish the losers, the incoming teams could select two players from the descending teams.
Cities that might be considered for NBA2 include: Tampa, Las Vegas, Cincinnati, San Jose, San Diego, London, Paris, Madrid, Rome, El Paso, St. Louis, Louisville, Jacksonville, Kansas City, and Nashville.
