paint wont shrink or enlarge but it can crop to size

You can reduce the size of images in Photobucket

MS Paint can resize, but it isn't the best quality. You'll also have to do some math as it is based on percentages.
In MS Paint: Image | Stretch/Skew
Some websites or online galleries will provide a thumbnail too.
