Creating, well then you use paint or some other editor and set properties to be no larger than 120 pixels by 120 pixkes and save as jpg.

Linking: Click on Quick Links on the menu at the top of the page. Select Edit Avatar. Click browse button. Navigate to the picture you want to use. Save Changes.

I think if you check the guidelines you'll find that the maximum size is 150 pixels by 150 pixels.
