I should add, just so people don't get the wrong impression, that when talking about "low crowds" at Tokyo Disneyland, you're not using the same frame of reference as talking about low crowds in either Orlando or Anaheim.
In the US parks, low crowds usually means you can walk on 95% of the rides with a wait of no more than 5 to 10 minutes--literally the amount of time it takes to walk the queue.
In Tokyo, low crowds means wait times of 30 to 40 minutes (Space Mountain, Big Thunder Mountain, Splash Mountain, Haunted Mansion, Buzz Lightyear) and waits of 40 to 60 minutes (Pooh's Hunny Hunt) at the major rides.
Most other attractions in Tokyo that often have a 30 to 45 minute wait (Jungle Cruise, Wester River Railroad, Pirates of the Caribbean, Roger Rabbit's Cartoon Spin) have a 15 minute wait.
