I've just saw the special operating hours website today and I have a question isn't it odd that they aren't gonna shoot fireworks in the sky in midnight of January and on december 31st and at 11:55pm i mean that isn't the tradition of new years eve ?
They're not having a big New Year's celebration this year out of respect for the victims of the big earthquake and tsunami earlier this year. It's Japanese tradition to not celebrate New Year's (which is the BIGGEST holiday in Japan) out of remembrance/respect for the dead.

It's a culture thing. :)
I do believe they are still doing a firework show, just not the super amazing parade/water spectacular.
