Probably not. Mid Summer probably has longer waits. On Halloween the wait times were 2-3 hours for most rides, and similar wait times on the weekends, so I could only imagine the place during mid Summer, it would make WDW look like a joke.
Wow that is a long line. I can understand now why guest of TDR bring hand held computer, smart phones or tablets with them. You can play games on them with other guest in line or on line, or just yourself.
Now I know why they let you run when the gates are open. I remember seeing that the first time and was like wow, cant do that back home.
Are lines this long during the Christmas holiday? PP said Summer and Halloween. I was wondering what other times of year are lines this long?

I am sure I'm the luckiest guy in the world. Was there in 2009 and walked right in to Tower of Terror at 1pm. Early August. A little bit of strategy had us with very few waits. In DL, it was a different story. We arrived 45 minutes after opening, and the crowds were enormous. Still, we did everything we wanted to do fairly easily. Our one big wait was 2 hours at the end of the day for Monsters, Inc after we did everything else we wanted to do and the electrical parade was canceled due to rain. Not worth the wait... but it was that or leave the park on our last day.
August? That's a tough time to go. Hot. Humid. Huge crowds.
You might have been able to walk onto the Tower of Terror because it had been shut down due to a problem, and you happened by just when it reopened. That's the only scenario on an August afternoon that would account for a walk-on.
I can confirm this- we're currently in Japan, and we went to TDS on Thursday, March 15th. We did a double-take at ToT, which was 4 hours. The park was crazy full, we didn't ride a single thing...we just walked around, bought Duffy stuff, played in the fort, and played some game prize stuff.
Fortunately, we have another day coming up for the parks so we can ride stuff. Like someone else said, we have a hard time waiting over 30 minutes...especially when you're local to a park and are use to timing things super well.
