That is the official opening. Much like the other two OLC hotels did the TDL Hotel will open much earlier for reservations (probably early May). They "soft-open" the hotels in TDR.

Things like the new Bibbity-Bobbity Boutique (sp?) will open earlier.

Elaborate on what? According to LP the hotel will have 4 stores and one of which is the BBB from WDW's DtD/MK. I think it has two restaurants including a formal Japanese place.
