You're confusing Express with Stay & Scream.
HHN Express works the same as normal Express. It's good for one use per haunted house or ride (per night if you get a Frequent Fear Pass with Express. Your FFP is also your Express pass.)
Stay & Scream is for daytime guests with HHN tickets. Instead of leaving when the park closes for the day, you go to a holding area and wait there until they start opening certain houses. You'll be able to go through these houses before the gates open for everyone else.

Yes. It's normally Simpsons, Men in Black, Jaws, and Mummy, with Rockit being open for the first time last year. With Jaws now gone, there's been speculation that Despicable Me may replace it.
Wait times are generally shorter for the rides than during the day, but Express will still come in handy since you won't want to miss any of the attractions specific to HHN.
I am excited to get the Frequent Fear Pass with the Express Pass!
