My 2 cents: Kids are always going to run after things that are smaller then them. Ducks, cats, pigeons, bugs, you name it, they'll chase it. Most of these creatures have the ability to be faster than whatever is chasing them and can make a quick ad safe exit.

The problem with the OP's scenario is that she wasn't trying to simply chase the squirrel, but stomp it. That's where the parents should have been stepping in. Sure she would have felt remorse if she were to succeed in her mission, but her parents should have stopped the boundary crossing behavior, and actually been near their child to begin with!
