I just read this too, and was wondering what the deal was. I had it on my list of places to try in June.
Any opinions on this restaurant when it DOES work?
Well when it does work it's rather nice, the whole restaurant rotates very slowly and you can look out at boats going by and the scenery of the first half of the Living with the land boat ride. Your high up enough that the folks in the boats generally don't see you but you can see them, and you get to see more of the scenes that are obscured on the boat ride. When we ate there last fall the restaurant made about one and a half rotations during our dinner.
They closed it down for lunches last fall so it's now dinner only with Farmer Mickey, Chip, Dale and Pluto. Food is served family style like at the liberty tree and some of it comes from the Land exhibit itself including the greens, vegetables and the breaded catfish. As I recall they had flank steak and Turkey with stuffing and a variety of fresh veggies. Kids have the option of also getting chicken fingers, mac and cheese and the usual kids menu fare but as it's family style it gives you a good opportunity to have them try new things as well.

The Garden Grill is one of my family's favourite restaraunts, so we try to eat there each time we visit WDW. However, in early December of last year, one of the characters fiddled with the motor and the restaraunt stopped rotating. A mechanic was ther to fix it, however, so it should still rotate.
The last time my daughter and I ate there it wasn't rotating, when I inquired about it I was told it was "routine maintenance". However, 2 weeks ago when we stopped in the land it was moving again, it was probably just a temporary thing.
