can you get the deluxe meal plan if you dont stay on property?

was planning a 10 day park hopper and ould like to get the meal plan

Disney Dining Plans | Walt Disney World Resort

According to the above link, the answer is no.

The dining plan is exclusive only to guests staying in a Disney hotel.

Any Disney Dining Plan is added on to a Walt Disney World resort package. Unlike park tickets, it cannot be purchased separately.
