I've been looking at pictures people post of their WDW vacation and I've seen a lot of characters that I haven't seen at DL in ages. Baloo, King Louie, Robin Hood... are these flukes or are they really out that often? What other ones are there?

Baloo and King Louie can often be found in the Magic Kingdom in Town Square or possibly Adventureland, but also in various locations at Animal Kingdom. They have a spot over by Africa as you enter just across from the drums, but will also do meet and greets outside the front of the park.
Robing Hood might be more difficult to find, but I have seen him in Town Square as well. Other characters from that film such as Prince John and Friar Truck might be easier to find, but try Town Square, outside of Animal Kingdom, and sometimes Epcot.
Other characters such as Clarabell Cow, Horace Horsecollar (MK,) Clarice, Clara Cluck (Studios,) and Marie (Epcot - France) have been recently spotted many times. Then there's Launchpad outside of Animal Kingdom or in the Judge's Tent in Toon Town.
If you are really looking for a certain character, stop by Guest Relations and they will do their best to help you.
I've seen the female mice from Cinderella (but no jacques or gus-gus) and I've seen the evel stepmother and stepsisters. They were hilarious.

I feel WDW is fairly good about keeping characters where they match the theme. Below is a list of characters that I have encountered personaly over the past couple of years and where.
Just inside the entry gate usually early in the morning:
Main Street Hub(seem to be very random)
Adventureland:Baloo, King Louie, Rafiki, Genie, Aladdin, Abu, Jasmine, Peter Pan, Wendy, Smee, Capt Hook
Woody, Jessie, Bullseye > these guys are usually inside the lobby of Diamond Horseshoe
Various Country Bears
Fantasyland:Pooh, Piglet, Tigger, Eeyore, Rabbit >these guys are usually in front of Pooh's Playground
Alice, White Rabbit, Tweedle Dee and Dum, Mad Hatter >these guys are usually in front of Tea Cups
Inside the big store at Toon Town are separate lines:
One is princesses...usually Snow White, Cinderella, Sleeping Beauty
One is Pooh Characters
One is Mickey's Friends...Minnie, Pluto, Goofy, Donald...
Tomorrowland:Buzz Lightyear, Stitch
Usually the following- Mickey, Minnie, Goofy, Pluto, Donald, Chip and Dale and then in the hall as you exit there will be some characters as well. I have seen Belle, Goofy, and Alice here as well.

Genie, Aladdin, Jasmine
Dopey and other random Dwarfs
Belle, Beast, Sleeping Beauty
Mary Poppins, Pooh characters, White Rabbit, Alice
Kenai and Koda
African outpost corner:
Near the mercantile store: Stitch, Flick
Camp Minnie Mickey:
Separate lines for Minnie, Mickey, Donald, Goofy, Chip and Dale
Kenai, Koda out in front of this area
Baloo, King Louie
Near the Commissary- Monsters Inc-Sully and Mike
At the end of the Animation tour:
Mr and Mrs Incredible, Frozone, Kim possible, Ron Stoppable, The Robinsons, Chicken Little, Abby Mallard
Playhouse Disney characters- Annie, June, Leo,Quincy, JoJo, Goliath
Streets of America:
Power Rangers, Kim Possible, Ron Stoppable
In front of the hat there are random characters as well. I have encountered The Evil Queen from Snow White here as well as Cruella DeVil, Chip and Dale..many others that are escaping me at the moment.
These are my personal experiences and not permanent by any means. It just kind of shows how many characters you have a chance of encountering. And then of course there are the character meals which are a guaranteed chane of characters. I didn't realize how many there are until I started doing this list...
One thing that helps is that we have four different parks for the characters to appear in.
I love that we can go to MGM studios and see all of Emily's favorite Playhouse Disney characters.
And I think it is neat that they have character meet and greets at the character's country of origin at Epcot.
