I would hope that it is to the island open to guests. Not the other one which contains vital RoE equipment (of which I am sure that you know).
Of course, this means that one of the bridges will be demolished, I think. It would look rather silly if 3 bridges led to one small island. You could probably fit more guests on the bridges than you can on the island.
Vital RoE equipment? Eh, a few mirrors, nothing all that impressive really. lol

Mirrors and barriers. Without the barriers, the use of lasers would be disallowed. Hehe.
I would imagine that they are building a handicap-accessible bridge to the section at the bottom of the green arrow in Ward's pic. At the moment all "bridges" there have stairs to the best of my memory.
