I'm not sure if they only bring out the ghost during the Halloween Party or it is out all day. For some reason the last few parties I attended are a blur but I do remember it at night.

Considering most of the decorations don't change for the parties/holidays at WDW there's a great chance it'll be there - but only for the parties.

It was there at the first party, in the grassy zone near Adventureland
