Ok, I also find the hurricane season is ending in November so November may be a better time weather wise? gosh its hard for me to make up my mind !!

Like other s have said, yes... but you have to pay for it (not free like in the fall)

2. what resort would you choose to stay on a budget....
Pop Century

3.what month ( in the fall ) would you choose to go where its not so crowded and not hot?
Late October/Early November

4. extra magic hours? are these included in your WDW trip package?
Yes, if you're staying on property.

Hurricanes very rarely hit central Florida. So you'd be pretty safe in that regard. September-November are great months to go weather-wise. June-August sees the daily rainstorm that occurs between 3-6pm (you can almost set your watch by it). Oh and Hurricane season doesn't end until the very last day of November (it goes from June 1-November 30).

extra magic hours? questions

If I have the park hopper ticket, can I go to as many of these magic your way days as my trip allows? I see in October they have 1 every other day in the magic kingdom. can I do all those days? Nights and mornings?

the best meal is in the Contemporary at a place called Chef Mickey's. The Contemp is a resort connected to the Magic Kingdom by monorail. There are some breakfasts at the parks. A winnie the pooh breakfast at the Crystal Palace at the Magic Kingdom, a Playhouse Disney meal at the Studios and a couple of princess meals

San Angel Inn is in Epcot. Here's my review

You can only partake in EMH if you're staying on property. If you are, then you can partake as often as you want. You just have to show your room key to get a wristband.

Yes. The Halloween parties can sell out quickly, so it's best to get your tickets as soon as you know if you're going to be there when the parties are taking place. Tickets cost around $45 or so (maybe a little more). The party starts at 7pm, but they start allowing party guests in at 4pm.
